When a business applies to join, it establishes its own self-funded health plan. That means any expected claims must be supportable within the total projected cost for that business. Underwriting decisions aren’t personal, they’re based on whether the business can sustainably fund its plan over time. That said, underwriting isn’t always black and white. HBG (which operates Solo) can appeal decisions directly to Vault (the carrier) Underwriting, and exceptions are sometimes made based on additional review.
