For the purposes of getting a QR code QR.io worked fine. I had an issue with a secondary renewal charge that I did not authorize and after some difficulty, QR.io made it right and returned my charges.

Look at Google Chrome Option: Create a QR code from a Website, but won't do YouTube videos. This qr.io site creates YouTube videos to download in all graphics formats, better than Chrome, which only gives PNG. This is free for the first seven days after sign-up.
