Seems close to a scam website. They prevented to use Paypal or creditCard to pay for "security reasons" (I never had a better answer than that...). So they want to force me to use WebMoney (it's true Paypal is not sercured ...). Webmoney seems to have a good reputation but, for some reasons, it just doesn't work with my credit card or bank account .... After paying with Paypal They blocked my account "for security reasons" (again, I never had better answer) so I can't do anything without discussing hours and hours with the contact... Really suspicious site, you should be careful before use their services.
