It is not the agent. IN fact this agent was perfect. She directed me exactly and with one sentence. Previous agents did not even know how to respond and after today can say they do not know what they are talking about. Finally. YOu promise to answer in two days. IT has been three weeks and no answer. After the intervention of someone higher in the food chain the problem was resolved. To my complete satfisfaction.
