I planned to apply by phone, but I got home too late. Online it was easy even though I found a couple of "glitches." (1) The application asked for names with a middle initial. When complete and ready for review, it said names were "full": first, middle, last. I tried, but I could not enter full middle names. (2) I tried to set up payments from a checking account - it would not complete. I then used a credit card, and it completed without a problem. I suspected this might have been because it was late in the day - around 9:00 PM.
